I have the honor to enclose the accompanying Petition to your Lordship's address from a Mr. Stephenson of this Colony, who is desirous of obtaining a piece of ground beyond the limits of the Town, westward, for manufacturing purposes. His object is, no doubt, worthy of every encouragement, and taking this view of his application, I directed the Surveyor General to report upon the site named by Mr Stephenson, and that Officer's Report, No. 47 of the 24th Ultimo is enclosed for Your Lordship's information, together with a Sketch of the ground in question. Considering the Reports of the Surveyor General,
